Yet, a shocking incident recently surfacing at Caribbean Coast, Tung Chung, serves as a grim reminder that while our technology has moved forward, some minds remain shackled to the narrow confines of bigotry and fickleness.
While we pride in Hong Kong being a world-class cosmopolitan hub, the veneer of “Asia’s World City” sometimes masks a harsher reality for ethnic minorities. Sometimes, the daily experience is not one of seamless integration, but a quiet, enduring struggle against a current of systemic bias and unprovoked hostility that continues to weigh heavily on the community’s spirit.
The Incident: A Mother’s Reflex vs. A Calculated Trap
What began as a routine afternoon for an Indian mother playing with her children in their own residential playground quickly spiraled into a nightmare. The mother was spending quality time with her children, enjoying the safety of their residential environment, when a local resident accosted them out of nowhere. Casting disparaging looks, he launched into a targeted, unprovoked verbal assault, hurling racial slurs and attacking the family’s Indian ethnicity.
The mother, naturally disturbed, pleaded for the man to cease his vitriol especially in front of her young children, he didn’t just persist—he escalated and responded with added bitterness. Upon her protesting, the man made a calculated move to agitate her further and began openly filming the mother and children whilst continuing an insulting backdrop. Acting on a natural, protective reflex to safeguard her children’s privacy, the lady attempted to stop the recording. It was at this precise moment that the aggressor started flipping the narrative, and the lady’s husband present at the workplace had to call the police to deal with the escalation. The man framed himself as a victim and the actual victim was accused of harassment.

What followed? The Discovery of “Serial Offender” and the Burden of Proof
Subsequent investigation and community inquiries painted a chilling portrait of the individual involved and revealed a disturbing pattern. This was not an isolated outburst. The man is reportedly a serial offender, known within the society for his aggressive stance toward the Indian community and constantly displays directed compulsive antagonistic behaviour. He appears to deliberately target those he perceives as vulnerable—mothers with small children, the elderly, and domestic helpers—deriving a maladaptive gratification from provoking others until they react in frustration.
At the Police Station:
At the police station,the charges were in-turn pressed on the lady. The reportees observed a subtle but palpable bias; there was a sense that there was insufficient reception to the victim’s testimony and lack of keenness to dwell on their side of story –focusing instead on the technicality of the physical interaction rather than the preceding racial provocation.
Initially, an agreement was reached: the man would drop charges in exchange for an apology. However, as he became aware of more victims beginning to speak out and evidence of his past behavior surfacing, he became adamant on prosecuting – doubling down on his attempt to see a mother struggle for defending her children’s dignity. While the lady was granted bail thanks to an outpouring of community support, the charges remain—a chilling example of how an aggressor can use the law as a shield for their own hate.
Despite the prestigious nature of the Caribbean Coast society—which implies a level of mutual respect and high standing among its residents—the “system” has failed to provide a content clarity.

Far from being outsiders, they are a cornerstone of the city’s success and have successfully made HK a promising home for themselves, many holding directorial and managerial roles in global financial institutions. Beyond the boardroom, the community is defined by its deep-rooted altruism. From several charities to temples serving thousands of meals daily to those in need, to initiatives helping seniors find renewed purpose, the Indian community’s service has always been evident even during the COVID-19 pandemic.
Yet, despite this history of charity and hard work, sometimes the “silent” discrimination occurs: the lingering stares, verbal assaults, and biases in workplaces, daycare centers, and the rental market. These instances leave a lasting mental impact and a stigma that the community should not have to bear.
